Master of Stealth no Marines or Submarines

I am playing a game as Master of Stealth, but since upgrades are disabled and i have Marines and Submarines unlocked from upgrades, it has completely restricted those units, even though i have been granted the stealth planes from the strategy.

Not all the strategies unlocks the units that they boost. Though I'm unsure if admins intended that.
