Not necessarily. You would gain a bad reputation, countries might stop trading and possibly sanctions if the UN is involved. So no direct punishments if treaties are broke.

Breaking treaties in such a manner would normally make the entire world hate you, you'd have no allies and all your neighbours and enemies would attack you at once. Your regime would be over that moment.

The French Republic is abhorred by the notion that it violated the Treaty of Rome. It was Vienna that rendered this treaty void by deciding to interfere in the affairs of a foreign and sovereign state whose peoples decried the rule of the habsburgs and would never allow themselves to be subjugated by a foreign autocratic regime. It was the French who liberated the free peoples of Thuringia, as we will the rest of the former HRE, and simply marched into Vienna to remind the good Kaiser that we are the future of Europe and it is Europe that looks to us for inspiration and innovation.

General Napoleon moves his army into Bavaria and declares it a protectorate of the French Republic. He also sends word to Paris to immediately begin preparations for presidential elections and for the people to finally elect an executive to lead the French people. His remarks are met with disgust by the majority of the National Assembly. General Bernadotte has expressed dismay at Napoleons interference in government. The winter weather keeps the French people off the streets, but fights continue to break out in the National Assembly as the French state begins to descend into chaos once more....
