Every so often, I come across a thread which has been locked for seemingly no reason, especially if the offending posts were deleted. Simply requiring moderators to post a justification for each thread locked would go a long, long way towards restoring community confidence in the moderators.
I don't mind even if it's just a few short words. I am not requesting an extended essay, nor am I requesting that all moderator decision be subject to debate. Just a short phrase or sentence explaining why the thread was locked would be quite nice.

Quite often exactly that is done.
There are, however, instances, where the reason is obvious.
There is a proposal to store a deleted post/ topic in a "bin" which at least 3 mods should approve as 'okay' for it to be returned back to its original - non-deleted - state.
There is also another proposal to show 'who locked the thread' - e.g., "Thread locked by ~ModNameHere".

Yes and in those situations everyone else can contact moderators to whom the reason is obvious.
