Leaver punishment

This game needs leaver punishment. Too many games are being ruined due to leavers. I suggest something like: If you leave a game, you are unable to join a new game for the next 15 minutes. What do you think? Many times I see leavers ruin a game because a UN game was just made or something like that, so they can join that.

What ya think?

Kinda piggy-backing off this, there should be an option to set a maximum leave percentage when making a game, i.e. no one with a leave percentage over 40% can join.

I support the general idea.
This has been brought up multiple times before. Many good solutions have already been proposed.

I used to be like you. I used to think that there was hope to end the leaver epidemic.

I'm not sure about this idea until my question is answered. Does leaving a game before it starts already count towards the percentage? If it does, then I disagree with this idea since I join a game to see what it looks like, but then I see the scenario is worse than advertised and thus I want to leave before the game starts.

What about legitamate leaveing? I remember in GGG Spain Uk and natives all allied and so I bailed :s

Or when some other people leave during a WW2, what fun will there be with playing further?
