If game limit 50 turns, the player with the most SP wins. It means that you were not fighting the most if you lost due to t50.

Do you mean the number of battles won against opponents is the most important?
Killing enemy units and capturing cities is what brings the most sp. For every enemy unit you kill, you get 1 SP. You get some additional SP if you win a battle itself. You get 50 SP if you capture enemy capital.

You get less sp if you're higher rank too
