Stealth around a city

I was just thinking this but if somebody placed stealth completely around a city, will another player be able to attack tht city if they do not see the stealth?

Yes. This is also why stealth units cannot form defensive lines.

The same would be for any other unit, if they did not wall in a way that blocked it.
