When you are preparing an attack (with attack type of units) and the other attacks you, the attack turns into a defense, rendering your units useless (because they are bad at defending). It is therefor impossible to attack and abandon your old city.

It really depends on the order in which u attack and how many units he attacks u with. Ex. ur 1st move is to attack a city with 10 tanks. And ur opponets 1st move is to attack a neutral with 5 tanks but then attacks ur 10 tanks with 10 tanks. Ur 10 tanks will attack that city first and his 10 tanks will be on defence. (how many units he attacks u with) is like a tb the more units he sends the greater the chance of tb or attacking it. Ex. enemy has 10 inf u send 1 inf to tb it it has a 10% chance of tb. Instead of 1 inf u send 10 inf u have a 100% chance of tbing or attacking it.
---- If the king does not lead, how can he expect his subordinates to follow?

But for instance: you know the other is going to attack some cities. You then want to use up all the units available for those cities and leave the cities, to be able to keep a force elsewhere, or just to move your troops out. If you do that, and you get attacked, it has no use because the move is cancelled and you are forced into defense. In other words: when you decide to leave a city and tactically position your units outside that city, it's not possible.

It is called tbing (turnblocking). The opponents attack will come before yours but you can avoid this by moving your units first thing that turn. The system is that the more units you send and the earlier you send them the greater the chance is of escaping. The same applies for trying to block someone. Just do the moves you are blocking with or that are being blocked first in your turn and you will have a fighting chance.

Btw there is no 100% chance of TB... if u have equal or more troops the max % allowed by the system is 50% no more... ever... so its practically a coin toss...
